Development versions are released every time a developer makes a change to dolphin, several times every day! using development versions enables you to use the latest and greatest improvements to the project.. For your pc, you'll need to be running a 64-bit os if you want to use the latest development revisions of dolphin. technically, 32-bit support in dolphin only extends to arm devices as far as i know. there may be around it, (e.g. compile the source yourself on a 32-bit os, then only use dolphin's interpreter), but you wouldn't be able to enjoy.
